Please see the Frequently Asked Questions (FAQ) below for details about these new restrictions. The FAQ is based on currently available information. The restrictions do not affect the immigration status for those who are already present in the United States. This restriction applies to both intending nonimmigrants (on temporary visas) and immigrants (those granted lawful permanent residency upon entry).</span></p></div></div></div><div class="accordion-item"><div class="accordion-header"><a class="accordion-button collapsed" href="#accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-3" rel="nofollow" role="button" data-bs-toggle="collapse" data-bs-target="#accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-3" aria-expanded="false" aria-controls="accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-3"><em><span>How does the new presidential proclamation affect foreign nationals who are citizens of <strong>Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan, and Venezuela</strong> who are (or will be) international students or scholars at the 山 and wish to enter the United States?</span></em></a></div><div class="accordion-collapse collapse" id="accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-3" data-bs-parent="#accordion-e5601a4f6c25d4bfa9662f6c11dc56f14"><div class="accordion-body"><p><span>As of June 9, 2025, citizens of the seven countries listed above are prohibited from entering the United States if they: (1) are not U.S. lawful permanent residents; (2) are outside the United States on or after that date; and (3) did not hold a valid visa before June 9, 2025. The U.S. visa stamp must be in the passport from the non-designated country.</span></p></div></div></div><div class="accordion-item"><div class="accordion-header"><a class="accordion-button collapsed" href="#accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-6" rel="nofollow" role="button" data-bs-toggle="collapse" data-bs-target="#accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-6" aria-expanded="false" aria-controls="accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-6"><em><span>When do the new entry restrictions become effective?&nbsp;</span></em></a></div><div class="accordion-collapse collapse" id="accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-6" data-bs-parent="#accordion-e5601a4f6c25d4bfa9662f6c11dc56f14"><div class="accordion-body"><p><span>The effective date of the new entry restrictions is June 9, 2025.</span></p></div></div></div><div class="accordion-item"><div class="accordion-header"><a class="accordion-button collapsed" href="#accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-7" rel="nofollow" role="button" data-bs-toggle="collapse" data-bs-target="#accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-7" aria-expanded="false" aria-controls="accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-7"><em><span>Can an international student or scholar from one of the designated countries who currently has a valid visa leave the United States and reenter?</span></em></a></div><div class="accordion-collapse collapse" id="accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-7" data-bs-parent="#accordion-e5601a4f6c25d4bfa9662f6c11dc56f14"><div class="accordion-body"><p>If the visa was issued before June 9, 2025, the effective date of the presidential proclamation’s restrictions, and remains valid on the date of reentry to the United States, then the international student or scholar may use the valid visa to reenter the United States. However, given the rapid nature of changes in U.S. entry and travel restrictions, foreign nationals from one of the designated countries should exercise caution and seriously consider potential risks when deciding to travel outside of the United States.</p></div></div></div><div class="accordion-item"><div class="accordion-header"><a class="accordion-button collapsed" href="#accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-8" rel="nofollow" role="button" data-bs-toggle="collapse" data-bs-target="#accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-8" aria-expanded="false" aria-controls="accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-8"><em><span>Are there any exceptions to the entry restrictions established by this presidential proclamation?</span></em></a></div><div class="accordion-collapse collapse" id="accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-8" data-bs-parent="#accordion-e5601a4f6c25d4bfa9662f6c11dc56f14"><div class="accordion-body"><p>Yes. The presidential proclamation outlines the following exceptions to the entry restrictions:</p><ul><li>Any lawful permanent resident of the United States</li><li>Any dual national of a designated country when traveling on a passport issued by a country not so designated</li><li>Any foreign national traveling with a valid nonimmigrant visa in the following classifications: A-1, A-2, C-2, C-3, G-1, G-2, G-3, G-4, NATO-1, NATO-2, NATO-3, NATO-4, NATO-5, NATO-6</li><li>Any athlete or member of an athletic team — including coaches, support personnel, and immediate relatives — traveling for the World Cup, Olympics, or other major sporting event as determined by the Secretary of State</li><li>Immediate family immigrant visas (IR-1/CR-1, IR-2/CR-2, IR-5) with clear and convincing evidence of identity and family relationship (e.g., DNA)</li><li>Adoptions (IR-3, IR-4, IH-3, IH-4)</li><li>Afghan Special Immigrant Visas</li><li>Special Immigrant Visas for U.S. government employees</li><li>Immigrant visas for ethnic and religious minorities facing persecution in Iran</li></ul></div></div></div><div class="accordion-item"><div class="accordion-header"><a class="accordion-button collapsed" href="#accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-9" rel="nofollow" role="button" data-bs-toggle="collapse" data-bs-target="#accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-9" aria-expanded="false" aria-controls="accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-9"><em><span>Can a citizen of one of the designated countries affected by the entry restrictions request a unique exception under the new presidential proclamation to apply for a visa on or after June 9, 2025, if special circumstances apply?&nbsp;</span></em></a></div><div class="accordion-collapse collapse" id="accordion-e5601a4f6c25d4bfa9662f6c11dc56f14-9" data-bs-parent="#accordion-e5601a4f6c25d4bfa9662f6c11dc56f14"><div class="accordion-body"><p><span>Yes. Under the new presidential proclamation, the U.S. Attorney General may grant an exception if she finds that the travel by the individual would advance a critical U.S. national interest involving the Department of Justice, including when individuals must be present to participate in criminal proceedings as witnesses.&nbsp;Also, on a case-by-case basis, the U.S. Secretary of State may grant exceptions for individuals for whom he determines that the travel by the individual would serve a U.S. national interest. They do not define "critical fields." The press statement also indicates that the U.S. Department of State will implement measures to enhance scrutiny of visa applications from citizens of China and Hong Kong. No further details are provided. Our office is closely monitoring this situation and will update our community if more information is made available.</span></p><p><span>ISSS is here&nbsp;for you. This includes Exchange Visitor visa appointments for individuals who intend to enter the United States to conduct research, consult, teach, etc. The U.S. consulates and embassies have also paused conducting and scheduling visa interviews for dependents applying for F-2 or J-2 visas.</span></p></div><div><p><span>ISSS is closely monitoring the situation. While in the nation’s capital, they met directly with Wyoming Senators John Barrasso and Cynthia Lummis, as well as U.S. Representative Harriet Hageman. Additionally, they held discussions with aides from the offices of Colorado U.S. Representative Jon Neguse and Senator Michael Bennet.&nbsp;</span></p><p><span>During their meetings, Hertel and Obermueller urged lawmakers to restore critical funding for U.S. Department of State international education and exchange programs. They also advocated for sustained support of these programs as part of the Fiscal Year 2026 appropriations process. &nbsp;In addition to funding discussions, the ISSS representatives emphasized the importance of Congressional oversight of U.S. visa and immigration systems. They encouraged members of Congress to continue using hearings and legislative actions to ensure these systems remain secure, efficient, and accessible, which strengthens both national security and America’s position as a global leader in education. “Our office is deeply passionate about helping and advocating for international students and scholars,” said Amrine Obermueller. “Their presence enriches our campuses and communities, and we want to ensure they continue to have opportunities to study, grow, and contribute here in the U.S.”</span></p><p><span>The congressional meetings ISSS staff attended were arranged by NAFSA: Association of International Educators as part of their annual Advocacy Day. ISSS is monitoring this situation closely and informing impacted students whose immigration status has been reactivated.</span></p><p><span>If new information comes to light that may affect a visa holder’s eligibility, or if a visa is being revoked, DOS will notify the visa holder by using the email address provided on the DS-160. The consular officers will likely require mandatory social media checks for some visa applicants, and that will slow down the visa issuance process since the DOS cannot issue the visa until the check is completed. The cable directs consular officers to review valid visas in accordance with this guidance and determine if there is a basis to request that the DOS revoke the visa. For example, if your passport is temporarily held by your home country’s consulate during a passport renewal process, you may not have it available for your return domestic flight.</p><p>In this case, ISSS recommends:</p><ul><li><strong>Contacting your airline and the TSA</strong> at your departure airport in advance to explain your situation and ask <span>if a certified copy of your passport will be accepted or if they can provide alternative guidance</span>.</li><li><strong>Contacting the consulate</strong> to <span>inquire whether expedited processing is possible, allowing you to retain your passport prior to your return to Colorado</span>.</li><li><strong>Considering alternative transportation</strong>, such as train or car travel, if feasible.</li></ul></div></div></div><div class="accordion-item"><div class="accordion-header"><a class="accordion-button collapsed" href="#accordion-e2a09d8a04abcf2dd4fb33f4d3cfe9af0-5" rel="nofollow" role="button" data-bs-toggle="collapse" data-bs-target="#accordion-e2a09d8a04abcf2dd4fb33f4d3cfe9af0-5" aria-expanded="false" aria-controls="accordion-e2a09d8a04abcf2dd4fb33f4d3cfe9af0-5">Will there be any changes or exceptions to this requirement?</a></div><div class="accordion-collapse collapse" id="accordion-e2a09d8a04abcf2dd4fb33f4d3cfe9af0-5" data-bs-parent="#accordion-e2a09d8a04abcf2dd4fb33f4d3cfe9af0"><div class="accordion-body"><p>Because the REAL ID rule is still being implemented, there may be updates or exceptions announced by the federal government or TSA. Once the form has been reviewed by the USCIS, they will determine if fingerprints and photos are needed. That order required that, within 60 days, a report be submitted to the president identifying countries whose citizens should be subject to a full or partial ban on entering the United States.
